Identifying Goals and Concerns of Communities
In DBIR, goals are frequently community-based, that is, established jointly by people who work in organizations outside schools or by community collaboratives or coalitions. A community-based focus on learning or teaching is intended to support the development of shared goals that are scalable and sustainable because the community cares about them.
